Choose exactly which countries, provinces and states are checked

On Global settings, "Which countries to check" opens a list of every country with a search box and checkboxes, and can now narrow a country down to specific provinces or states. The mode (check every country, only these, or everywhere except these) now saves and stays saved, and picking a country no longer breaks the page. Turning a country off still never blocks a sale.
