The order that survives gets the absorbed order's items added to it, priced at $0.00. The order they came from is cancelled, without a refund, because it was already paid in full.
Both orders keep the transaction they already had. The surviving order's total does not move, because the added line costs nothing. The cancelled order still shows Paid, because the money was never touched, only the order's own status.An edit to a single order can genuinely need a real charge or a real refund, and that always needs a yes first. A merge is different. There is no new amount to collect and nothing to give back, because neither order's payment is ever touched. True on every plan, and there is no setting that changes it.
Merging is a check the app runs on the pair, not just on one order at a time. If either order fails a check, the merge is refused, with the reason shown next to it, before any change is ever made to either order.
