Settings restructure

Settings is now organized into clear sections: Agent Configuration, Notifications, Email Templates, Voice Calls, Custom Rules, Reminders, Address Fix, Fraud Detection, Audit Log, Plan & Usage.

13 sections in total, each with its own URL. The old single-page settings became unmaintainable as we added features; the new structure scales cleanly.
