Per-tool settings on Page Content Audit and AVS Cross-Reference

Two more Toolkit cards picked up Settings tabs, tune thresholds for content quality and decide how partial AVS matches should be surfaced.

Page Content Audit lets you tune the thresholds for 'title too short' and 'thin body'. AVS Cross-Reference lets you decide how partial matches should resolve (PASS, REVIEW, or DECLINE). Every change to AVS settings is recorded in your shop audit log.
